Wooper is a small, amphibious Pokémon that resembles an upright, armless axolotl. It has a blue body with a lighter blue belly and a single pair of branching gills on each side of its head. Wooper is known for its simple, carefree expression and its ability to live both in water and on land. When on land, it secretes a slimy, poisonous film to keep its skin from dehydrating and to protect against the cold. This film can cause a tingling numbness if touched barehanded.
Wooper is generally found in cold water habitats but will occasionally venture onto land in search of food, especially when the air cools in the evening. It's known to partially bury itself in mud while sleeping, both in water and on land, to keep its skin moist. Wooper is considered a timid Pokémon and tends to stay close to its evolved form, Quagsire.
In the Paldea region, Wooper has adapted to a more terrestrial lifestyle after losing territorial struggles in its aquatic habitat. This regional variant, known as Paldean Wooper, has developed a brown coloration and a poisonous film to protect its body from drying out. Paldean Wooper travel in small groups and rely on their evolved form, Clodsire, to help them cross bodies of water.

When searching for food on land, it moves around in the cool evening air. Paldean Wooper, adapted to land life, moves slowly due to its heavy body and travels in small groups for safety.

Wooper was introduced in Generation II. In Generation VIII (Pokémon Sword and Shield), Wooper gained the ability to Dynamax. The Paldean form of Wooper was introduced in Generation IX (Pokémon Scarlet and Violet), showcasing regional adaptation with its changed typing and new evolution.
